BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair John E Taylor called the meeting to order at 6:30 p.m.

 

Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.

 

Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation by Reverend Dave Burns with Foundation Church.

 

Bill Feuerborn – Kansas State Representative gave legislative update including revenues, budget and education.

 

Gene Hirt 125 South St Williamsburg discussed USD 287 cutting staff including cutting School Resource Officer and raising taxes and USD 290 reducing the hours of School Resource Officer.

 

Commissioner Hood moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for April 8th, 10th and 13th, 2009, claim vouchers dated April 15th, 2009 in the amount of $614,995.19 and tax change orders 2008-233 through 2008-238.  Chairman Taylor and Commissioners Farrell, Hood and Stottlemire voted “yes”.  Commissioner Hay voted “yes” and all except minutes for April 13th which he abstained on.

 

Chair Taylor read the following Proclamation:

 

National County Government Week

“Greening Our Future”

 

Issued by the Board of Franklin County Commissioners

 

WHEREAS, the nation’s 3,068 counties provide a variety of essential public services to communities serving 300 million Americans; and

 

WHEREAS, Franklin County and all counties take seriously their responsibility to protect and enhance the health, welfare and safety of its residents in sensible and cost-effective ways; and

 

WHEREAS, many county government initiatives and programs involve the protection of valuable and vulnerable environmental resources in communities; and

 

WHEREAS, the National Association of Counties is the only national organization that represents county governments in the United States; and

 

WHEREAS, the National Association of Counties created National County Government Week in 1991 to raise public awareness and understanding about the roles and responsibilities of the nation’s counties to meet the needs of the community; and

 

WHEREAS, the National Association of Counties and Franklin County are working together to restore the partnership between all levels of government to better serve American communities;

 

NOW, the Board of Franklin County Commissioners, of Franklin County on behalf of its citizens, do hereby proclaim the week of May 3-9, 2009 as

 

NATIONAL COUNTY GOVERNMENT WEEK

 

THEREFORE, the Franklin County Board of Commissioners urge all citizens of Franklin County to participate in county government week activities.

Commissioner Stottlemire moved and Commissioner Hood seconded to approve Proclamation No. 09-02 proclaiming the week of May 3-9 as National County Government Week.  All voted “yes”.

 

Gene Hirt 125 South St Williamsburg discussed county government initiatives and programs and praised Services for the Elderly.

 

Lisa Johnson discussed request to use the Courthouse lawn for the observance of National Day of Prayer on May 7th.

 

Commissioner Hay moved and Commissioner Hood seconded to allow the Courthouse lawn to be used for National Day of Prayer on May 7th.  All voted “yes”.

 

Lisa Johnson discussed agreement with KDOT for Noxious Weed Control on state right-of-ways in Franklin County.  The Noxious Weed Department will be reimbursed full cost for the herbicides, wages and benefits.

 

Commissioner Hood moved and Commissioner Hay seconded to approve agreement with KDOT for noxious weed control of state owned right-of-ways.  All voted “yes”.

 

Lisa Johnson discussed bids that were received and opened for the purchase of herbicides to control noxious weeds in the county.  The herbicides are sold to the public and used on county right-of-ways.

 

Commissioner Hay moved and Commissioner Farrell seconded to award the bids to the low bidders as follows: Bid #1 to Vegetation Management, Bid #’s 2, 3, 4 and 5 to CPS Timberland, Bid #6 to Van Diest Supply.  All voted “yes”.

 

Lisa Johnson discussed revised lease purchase agreement for the refinance of the Franklin County Annex Building.

 

Commissioner Hood moved and Commissioner Hay seconded to approve the Revised Lease Purchase Agreement for the refinance of the Franklin County Annex Building.  All voted “yes”.

 

Commissioner Farrell moved and Commissioner Hood seconded to adjourn at 7:15 p.m.  All voted “yes”.
